Deputy Prime Minister – Minister of National Economy Serik Zhumangarin visited Aktobe Region during a working trip, where he held a meeting with local agricultural producers.
The meeting was held in an expanded format, with heads of peasant farms from the districts joining via video conference. Akim of the region Askhat Shakharov noted that livestock breeding remains the key direction of agriculture in the region. At the same time, crop production is actively developing in Aitekebi, Kargaly, Khromtau, and Martuk districts.
In 2025, the volume of agricultural production amounted to 412 billion tenge, a 2.5% increase compared to the previous year. Between 2026 and 2028, it is planned to implement 11 investment projects in the region’s agro-industrial complex worth 94.9 billion tenge, four of which will be launched this year. These include the construction and expansion of feedlots by the “Zhannur” peasant farm and “Agroproduct Development” LLP, the launch of a poultry farm by “Ramazan Kus” LLP, and a dairy farm by “AIS” LLP.
In 2025, the region harvested 554 thousand tons of grain and 72.4 thousand tons of oilseeds. Significant volumes of potatoes and vegetables were also produced. As part of crop diversification, the areas under oilseeds and fodder crops have been increased.
Deputy Minister of Agriculture Amangaliy Berdalin informed the participants about the parameters of the new Comprehensive Livestock Development Plan. During the discussion, agricultural producers raised a number of practical issues. In particular, Kusain Sarsembay, head of the regional branch of the Farmers Association of Kazakhstan, proposed considering the possibility of providing guarantees through the Damu Entrepreneurship Development Fund under the “Igilik”, “Bereke”, and “Zhailyau” programs.
Serik Zhumangarin noted that a mechanism for providing guarantees under these programs through the Damu Fund is currently being developed. A preliminary agreement on the introduction of this instrument has been reached, while certain conditions and technical parameters are still under coordination. The issue of the availability of interest rate subsidies for loans and leasing was also raised. Kuanysh Ishchanov, Director of “Ais Plus” LLP, reported difficulties with submitting applications due to the suspension of the portal caused by the lack of budgetary funds. Representatives of other farms in the region — “Stepnoye” LLP, “Kumkudyk” LLP, “Prigorodnoye” LLP, and the “Mendibay-Karagash” peasant farm — also voiced their questions. Explanations were provided for all appeals during the meeting.
Summing up the meeting, the Deputy Prime Minister noted that Aktobe Region is one of the largest regions in Kazakhstan by pasture land area — 25.3 million hectares. The state continues to provide significant support measures to agricultural producers, while at the same time strengthening reciprocal requirements. The key requirement is the efficient use of agricultural land. The introduction of target indicators for the efficiency of land use is currently being developed, along with an approach under which farms engaged in crop production will also develop livestock breeding in parallel.
On the same day, Serik Zhumangarin held a separate meeting on the region’s budget issues, during which key financing parameters and priority expenditure areas were reviewed. Following the discussion, instructions were given to ensure the efficient use of budgetary funds and strengthen control over their spending.
During the trip, the Minister also familiarized himself with the operations of the “KAZFELTEC” LLP wool processing plant. The enterprise uses Italian technologies and specializes in the production of thermal and sound insulation materials based on natural sheep wool.
