New Capacities, Gasification and Heat Supply: Nurlibek Naliyev Inspects Key Projects in Karaganda Region

As part of the implementation of the Head of State’s instructions, First Deputy Prime Minister Nurlibek Naliyev made a working visit to Karaganda Region, where he inspected the progress of key tasks and familiarized himself with the development of major industrial and energy projects in the region. The main focus was on the modernization of industrial enterprises, preparation for the heating season, development of heat and energy infrastructure, and gasification.

In Temirtau, the First Deputy Prime Minister visited the Qarmet metallurgical plant and familiarized himself with the production processes and the enterprise’s modernization program.

“The conversion of blast furnaces to natural gas has completely eliminated the use of fuel oil, increased the stability of the unit’s operation, and reduced the environmental impact,” said Petr Trushin, Chairman of the Board of Qarmet Corporation.

Nurlibek Naliyev was also briefed on the construction of new production facilities at the plant.

In 2025, the enterprise produced 3.8 million tons of steel. As part of the “5–9–5” strategy, by 2028 the company plans to increase production to 5 million tons of steel, 9 million tons of coal, and 5 million tons of iron ore concentrate.

A separate part of the trip was dedicated to preparation for the 2026–2027 heating season and the modernization of the energy infrastructure in Temirtau and Karaganda.

“There should be no problems in the upcoming heating season. All facilities must receive readiness passports by September 1. No failures are allowed during the heating season,” Nurlibek Naliyev emphasized.

The Deputy Prime Minister also familiarized himself with the repair campaign at Karaganda CHP-3 and the project to expand the station. The new power unit will increase electrical capacity by 140 MW and thermal capacity by 180 Gcal/h.

“The expansion of CHP-3 is one of the largest infrastructure projects in the region. After completion, an additional power reserve will be created and heat supply will be provided to more than 400 residential buildings and social facilities,” said Flur Garipov, General Director of LLP “Karaganda Energocenter”.

During the trip, issues of gasification of Karaganda were also considered. The first stage of the project is planned to be completed this year.

“Under the first stage, gas will be supplied to more than 10,000 subscribers. After completing these works, we will move on to the second stage — Prishakhtinsk, Maikuduk, and Sortirovka,” reported Karaganda Akim Meyram Kozhukhov.

As part of the region’s industrial development, Nurlibek Naliyev visited a number of manufacturing enterprises.

At the “TEMPO Kazakhstan” plant, he was presented with a new production line for the manufacture of steel straight-seam pipes. The special heat treatment and hardening technology for pipes with a diameter of 630 mm allows the products to be used at temperatures from -60 to +60 degrees Celsius. There are no analogues of such production in Kazakhstan.

At the Silk Road Electronics enterprise, the Vice Prime Minister familiarized himself with the production of household appliances and the localization program. The plant currently produces washing machines, vacuum cleaners, water heaters, cookers, televisions, and range hoods.

“Currently, about 300 people work at the enterprise. After reaching full capacity — up to one million units of products per year — the number of employees will increase to 800 people,” said Talgat Abdrakhmanov, Operations Director of the company.

The First Deputy Prime Minister also visited the QazTehna and Tengri Tyres enterprises, where he familiarized himself with the production of buses, special equipment, and automobile tires, as well as plans for further capacity expansion.

“On the instructions of the Head of State and the Government, we visit the regions of the country. Many important projects are being implemented in Karaganda Region, large enterprises are operating where hundreds of people work. We have seen that the enterprises are building full-scale production and planning further development,” Nurlibek Naliyev noted.

Following the working trip, the Deputy Prime Minister emphasized that the implementation of industrial and energy projects remains one of the important factors in the development of Karaganda Region.
