Olzhas Bektenov Holds Meeting on the Implementation of the President’s Instructions Given at the Expanded Government Session

Prime Minister Olzhas Bektenov held a meeting on the implementation of the instructions of the Head of State given at the expanded session of the Government of the Republic of Kazakhstan on February 10 of this year.

“Yesterday, the Head of State emphasized the special importance of the draft new Constitution. The scale and significance of the changes, as well as the openness of the discussion process, are unprecedented in the country’s history. As the President noted, the draft new Constitution clearly enshrines the principle ‘not a person for the state, but the state for the person.’ This is precisely what the constitutional reform is aimed at: along with large-scale political renewal, it is focused on accelerating qualitative economic growth. In other words, priority must first and foremost be given to increasing the incomes and well-being of the population. This is one of the most important tasks facing us,” Olzhas Bektenov emphasized.

At the meeting, Deputy Prime Ministers, ministers, and the management of the Samruk-Kazyna Fund reported on measures to implement the instructions. Deputy Prime Minister – Minister of National Economy Serik Zhumangarin reported on plans to improve the well-being of the population. The priority areas of work are income growth, reduction of inflation, and support for the real sector. It was noted that, jointly with the National Bank, a plan will be prepared to reduce inflation to 9–11%. By May 1, the Program for Increasing Population Incomes for 2026–2029 will be adopted. The development of business support measures based on the “one window” principle on the EGov Business platform will also continue.

Attention was given to the digital transformation of public administration and the introduction of AI-based solutions. Deputy Prime Minister – Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev reported on sectoral systems – the KEDEN and tax administration platforms of the Ministry of Finance, Tasqyn for flood forecasting, eJoldar in the road sector, Smart Cargo in transportation, and others. The Social Wallet and digital household profiles are being developed, ensuring targeted support measures, and the digitalization of public services has reduced traffic at Public Service Centers by 2.3 million visits. Migration of state information systems to the unified QazTech platform, strengthening of cybersecurity, and formation of sectoral Data Lakes and AI agents to improve the efficiency of government agencies are also planned.

Chairman of the Board of Samruk-Kazyna Fund Nurlan Zhakupov reported on the implementation of the Fund’s investment portfolio and plans for 2026, including the launch of new projects. Particular attention was given to the tasks of attracting more than $27 billion in foreign direct investment in 2026–2030 and the results of digitalization, including the implementation of AI projects with a cumulative effect of $1.3 billion over five years. The Prime Minister instructed to consider issues of further transformation of the Fund’s structure, including, if necessary, through the merger of certain companies.

Minister of Finance Madi Takiyev reported on the implementation of digital approaches in tax and customs administration and increasing transparency of budget expenditures. In the first half of the year, the National Product Catalog is planned to be launched. The transition of tax and customs administration to digital systems is being accelerated. A review of budget programs is underway to reduce inefficient expenditures. The use of the digital tenge is also being expanded to ensure traceability of budget funds.

Minister of Energy Yerlan Akkenzhenov reported on measures to strengthen energy security and develop the sector. By 2029, it is planned to commission 13.3 GW of new capacity. In parallel, a National Project for the Development of Coal Generation has been prepared and is being discussed with the public, and work is underway to strengthen the country’s energy framework. In oil refining and petrochemistry, in accordance with the President’s instruction, plans have been outlined to expand the capacities of existing refineries, and attention has been paid to the issue of constructing a new refinery. It was also noted that by 2029, a number of major petrochemical projects are planned to be launched, and the Law “On the Oil and Gas Chemical Industry” is being developed.

Minister of Industry and Construction Yersayin Nagaspayev reported on measures to develop domestic production, modernize special economic zones, and strengthen geological exploration. 5.6 thousand companies have already been authorized in the Register of Domestic Producers. A phased transformation of special economic zones is planned. Currently, 555 manufacturing projects totaling 4.4 trillion tenge have been implemented in special economic zones, creating more than 33 thousand permanent jobs. In deep processing, measures are предусмотрены to regulate the export of raw materials and stimulate the production of higher value-added products. A Strategy for the Development of Critical Minerals is also being developed. In geological exploration, over the next three years, funding comparable to the volume of investments over the previous 30 years is planned.

Minister of Agriculture Aidarbek Saparov reported on measures to develop the agro-industrial complex. The focus is on implementing the Comprehensive Plan for the Development of Livestock Breeding for 2026–2030 and expanding preferential financing for the sector. Tasks were separately outlined to strengthen veterinary security and introduce digital traceability tools. In processing and the food industry, additional incentives are provided, including an increase in investment subsidies and a reduction in VAT from 2026, as well as the launch of new projects for processing and deep processing of raw materials.

Minister of Education Zhuldyz Suleimenova presented approaches to reforming state financing in education. In implementing the President’s instructions, financing of private schools will be focused on priority projects taking into account regional needs, and control over their compliance with standards will be strengthened. The results of voucher financing of preschool organizations and plans for scaling it were also presented; according to the results of 2025, savings amounted to 25.7 billion tenge.

On the issue of social support for citizens, Minister of Labor and Social Protection of the Population Askarbek Yertayev spoke. Currently, digitalization of the social sphere is underway based on the Unified Digital Platform of Social Protection and preparation of data for transferring support measures into a proactive format. Tasks to transform the labor market were also outlined: as part of the creation of the National Center for Professions Transformation under a public-private partnership model, retraining and training programs for in-demand professions are planned, as well as expansion of career diagnostics for schoolchildren.

Minister of Healthcare Akmaral Alnazarova reported on the creation of a Unified State Medical Information System. It is intended to integrate the sector’s IT solutions and ensure transparent process control. The launch of the system and the Healthcare Portal is scheduled for December 1, 2026. The development of the Social Wallet in outpatient pharmaceutical provision was also noted. In 2025, more than 13.8 million prescriptions were provided through it, accounting for 82% of the total volume.

Vice Minister of Transport Maksat Kaliakparov reported on work to increase transit potential and digitalize the sector. In 2026, transit volume is planned to reach 55 million tons (+65%). A number of major infrastructure projects will be completed. Border infrastructure is being synchronized with Russia and China. The KTZ roadmap and a new tariff policy have been approved. In the road sector, construction of three bypass roads in Kyzylorda, Saryagash, and Rudny will begin. 33 border checkpoints are being modernized. In terms of AI solutions, integration of the Smart Cargo platform with state and sectoral services will continue. By 2027, a Unified Intelligent Transport System will be created.

Following the meeting, the Prime Minister emphasized that all tasks set by the President require precise and practical implementation, with measurable impact for the population and business. A number of instructions were given.

In the economic block, tasks were set to reduce and control inflation, reduce business costs, develop competition in commodity markets, and replicate the digital tenge in various sectors. It was instructed to more actively use effective mechanisms: stabilization funds, forward contracts, agreements with trade entities to ensure price stability. The importance of building a clear and predictable system of interaction with the population and business in the tax sphere was noted. It was instructed to introduce a mechanism of soft administration and early warning. It is also necessary to create a unified digital ecosystem for business accessible via mobile applications, expand digital labeling of goods without harming production. In addition, tasks were set to revise the mechanism of unscheduled inspections of small and medium-sized enterprises, optimize asset management, and ensure quality development of Alatau City.

  • The Ministry of Finance jointly with central state bodies and regional administrations was instructed by May 1 of this year to conduct a comprehensive review of budget programs.
  • The Ministry of Finance jointly with the National Bank and interested state bodies was instructed by the end of August of this year to take measures to replicate the digital tenge in various sectors.
  • The Ministry of Finance jointly with interested state bodies and the Association of Financiers of Kazakhstan was instructed by the end of the year to introduce amendments to legislation granting marketplaces, internet aggregators, and second-tier banks the status and functions of tax agents.
  • The Ministry of National Economy jointly with Atameken was instructed by June 1 of this year to revise the mechanism of unscheduled inspections of small and medium-sized enterprises.
  • The Ministries of Industry and Finance jointly with Atameken were instructed to complete all registration procedures and launch the Register of Domestic Producers from March 1 of this year.

In investment policy, instructions were given to develop target indicators for fixed capital investment until 2030 with a significant increase in the share of private investment. It is also necessary to form a pool of priority projects and establish KPIs for state bodies and regional administrations for attracting extra-budgetary funds. The Ministry of Foreign Affairs jointly with Kazakh Invest will strengthen work with major investors and interaction through Kazakhstan Investment House, and strengthen control over the implementation of agreements and post-investment monitoring on the digital platform.

The Ministries of National Economy and Foreign Affairs jointly with interested state bodies were instructed within one month to develop updated target indicators for fixed capital investment by source of financing until 2030 with a significant increase in the share of private investment.

  • The Ministry of Foreign Affairs jointly with state bodies was instructed to develop regulations for post-investment monitoring of commissioned projects and accelerate implementation of the relevant module in the National Digital Investment Platform.
  • In digitalization, it was instructed to develop approaches to data management infrastructure. Separate tasks were set to expand practical use of KazLLM, improve the functionality of the Aitu messenger, and integrate the Tasqyn and Talsim systems to intensify flood and fire hazard forecasting.
  • The Ministry of Artificial Intelligence jointly with the National Bank must ensure full launch of the Digitalization Financing Fund by October 1.
  • The Ministries of Artificial Intelligence, National Economy, and Finance must within one month develop measures to stimulate active implementation of digital solutions in business.
  • The Ministry of Artificial Intelligence jointly with interested state bodies must approve a plan for migration of information systems to the QazTech platform within 10 days.

In the real sector, emphasis was placed on timely completion of key infrastructure projects in energy, manufacturing including oil refining and petrochemistry, transport and agriculture. Tasks were also set to accelerate digitalization of logistics and modernization of transport infrastructure. The need to saturate the domestic market with domestic products, strengthen veterinary control, develop cooperation and increase transparency of state support through digital tools was noted.

  • The Ministries of Energy and Artificial Intelligence must by the end of the current year implement online monitoring of the Unified Energy System of Kazakhstan based on the Situation Analytical Center created under the Ministry of Energy. By the end of 2027, the Western zone must be integrated with the Unified Energy System and the Southern zone strengthened, without postponement.
  • By February 20, submit to the Government the draft National Plan for Coal Generation. Samruk-Kazyna Fund must ensure implementation of energy projects at Almaty Stations and CHP plants in Kokshetau, Semey, and Ust-Kamenogorsk within established timelines.
  • The Ministries of Industry, National Economy and the Baiterek Holding must within two months develop mechanisms to support domestic business for further processing of polymer products.
  • The Ministries of Industry and National Economy jointly with interested state bodies must within one month submit proposals on creating new economic incentives for deep processing of raw materials and increasing exports of higher value-added products.
  • The Ministries of Industry, National Economy, Finance and regional administrations must within one month submit coordinated proposals on transformation of special economic zones, including a package of legislative amendments.
  • The Ministry of Transport jointly with KTZ must by the end of the year launch the Moyynty–Kyzylzhar and Darbaza–Maktaaral railway projects and complete modernization of the Altynkol–Zhetygen and Beineu–Mangystau sections.

By the end of next year, commission the Bakhty–Ayagoz section. KTZ must ensure a transit cargo volume of at least 40 million tons this year. By the end of the year, fully digitalize the process of freight wagon allocation by the national railway operator.

  • The Ministry of Transport must accelerate procedures for implementing road projects Karaganda–Zhezkazgan, Center–West, Aktobe–Ulgaysyn, and construction of bypass roads in Kyzylorda, Saryagash, and Rudny. Begin construction works on the Karaganda–Zhezkazgan project this year and complete modernization of 33 border road checkpoints by the end of next year.
  • The Ministry of Transport must by the end of the year launch the Smart Cargo digital platform into industrial operation with integration into all state digital systems.
  • The Ministries of Agriculture and Trade jointly with the business community must within one month revise current approaches and develop systemic measures to saturate the domestic market with domestic food products and strengthen export potential. Build an effective transparent chain from production to sale of finished products.
  • The Ministry of Agriculture jointly with regional administrations must ensure development of veterinary infrastructure with strengthened control locally and at the border. By April 15 of this year submit the draft Comprehensive Plan for Veterinary Development.
  • The Ministry of Agriculture jointly with interested state bodies and regional administrations must by June 1 of this year develop and submit to the Government a draft law on cooperation in agriculture.
  • By September 1 of this year ensure full functioning of the information system in agriculture to increase transparency and efficiency of state support and monitor fulfillment of counter-obligations by subsidy recipients.

The Prime Minister set tasks to eliminate systemic problems in education and healthcare, including through digitalization and increasing transparency of expenditures. Separate emphasis was placed on personnel training, digitalization of the medical information system, formation of digital household profiles, and integration of various forms of assistance into the Social Wallet system.

  • The Ministries of Education, Science and Higher Education jointly with the Ministry of Finance and regional administrations must within one month submit proposals to the Government on improving efficiency of budget spending at all levels of education.
  • The Ministry of Labor jointly with the Ministries of Science and Education and Atameken must create the National Center for Professions Transformation by April 1.
  • The Ministries of Healthcare, Artificial Intelligence and Finance must complete implementation of the Unified Medical Data Repository by April 1 of this year. Instructions were also given to develop the Unified State Medical Information System.
  • The Ministry of Finance jointly with the Ministries of Artificial Intelligence and Healthcare must digitalize the activities of the Social Health Insurance Fund by the end of the year.
  • The Ministry of Labor must by March 1 form social digital household profiles using the Digital Family Map and ensure provision of social support measures through the Unified Digital Platform.
  • The Ministry of Artificial Intelligence jointly with interested state bodies must ensure integration of various forms of social support into the Social Wallet system by the end of the year.

“You all see the scale of the goals and objectives facing us. As the Head of State noted, there is no time to waste. It is necessary to make bold and effective decisions and implement them promptly. I emphasize once again: growth of incomes and well-being of the population is the concrete result of our work. State bodies and regional administrations must ensure high-quality and timely implementation of the President’s instructions,” Olzhas Bektenov emphasized.
