The implementation of agreements reached during the negotiations at the level of the Presidents of Kazakhstan and Montenegro was discussed during a meeting between President of Montenegro Jakov Milatović and Prime Minister of Kazakhstan Olzhas Bektenov.
“Today you had fruitful and constructive talks with President of Kazakhstan Kassym-Jomart Tokayev. I am confident that your visit will open a new chapter in Kazakh-Montenegrin relations. The Government of Kazakhstan will take under control the implementation of all agreements reached at the highest level,” the Prime Minister emphasized.
“The governments of our countries are working on a number of bilateral agreements that will create a reliable legal framework for further strengthening partnership. These are documents in the fields of economic cooperation, justice, and digitalization. We highly appreciate Kazakhstan’s achievements in digital transformation and believe that we can adopt your country’s valuable experience in this direction,” Jakov Milatović noted.
It was noted that the current level of bilateral trade turnover does not fully reflect the existing potential for cooperation.
In the context of the tasks outlined by the Presidents of the two countries, attention was paid to promising projects in the fields of trade, transport and logistics, agriculture, digital technologies, tourism, and education.
In the agro-industrial complex, Kazakhstan’s readiness to export agricultural products to the Montenegrin market, including flour, wheat, oilseeds, and deep-processed products, was noted. Issues of cooperation in the development of agricultural science, seed production, biotechnology, livestock farming, and other sustainable methods of agriculture were also discussed.
In the transport and logistics sphere, Kazakhstan’s role as the main transit bridge between Europe and Asia was emphasized. The volume of transportation along the Trans-Caspian International Transport Route grew by more than 36% last year and reached 77 thousand TEUs. Taking into account Montenegro’s strategically advantageous location and its contribution to access to the Adriatic Sea, the meeting participants noted broad opportunities for expanding trade and investment ties. In addition, the possibility of linking the capacities of the TITR with the Port of Bar was discussed, which will create a new through multimodal corridor to Southern and Central Europe.
Attention was paid to prospects for cooperation in the field of digitalization and artificial intelligence. Kazakhstan is among the world leaders in the digitalization of public services, more than 90% of which are currently available online. In this direction, there is significant potential for expanding partnership in the field of digital transformation, AI, public administration, and innovation through the creation of joint GovTech and AI initiatives.
The Head of the Government of Kazakhstan informed the Montenegrin delegation about the investment climate created in the country. Among the key measures are the updating of the Investment Policy Concept until 2030, strengthening the protection of investors’ rights through the Investment Headquarters and the relevant committee under the General Prosecutor’s Office, and the introduction of a new special visa regime “Altyn Visa” for foreign investors and highly qualified specialists.
Prime Minister Olzhas Bektenov confirmed the Government’s readiness to ensure the practical implementation of the agreements reached during the highest-level negotiations.
