The Government Presented the Concept for the Creation of Science Cities in Kazakhstan

At a meeting chaired by Deputy Prime Minister – Minister of National Economy Serik Zhumangarin, the Concept for the Creation and Development of Science Cities for 2025–2035 was presented.

The document defines the main directions for the development of science cities, including models of formation, measures for institutional development, mechanisms for integrating science and business, as well as approaches to forming a resource base.

The Concept provides for the creation of science cities that will include technoparks, engineering centers, design bureaus, robotics centers, as well as laboratories and R&D sites.

A comprehensive analysis of the scientific, technical, and socio-economic potential of the regions is planned in order to identify territories capable of receiving the status of a science city. A specialized body — the Managing Company — will be responsible for the creation and development of the science cities.

Resource support for the creation of science cities is expected to come from private investments from the business sector, public-private partnership mechanisms, and funds from second-tier banks. Financing will be directed toward the creation of infrastructure, university campuses, laboratories, and science city centers. The possibility of attracting international financial institutions is also being considered.

To strengthen the integration of education, science, and business, proposals include conducting scientific and innovation sessions with the participation of enterprises, developing specialized engineering centers, design bureaus, robotics centers, and creating scientific and technological technoparks and technology transfer centers.

Following the presentation, Deputy Prime Minister Serik Zhumangarin instructed the Ministry of Science and Higher Education to thoroughly develop the target indicators for all areas of the Concept and submit them for reconsideration.
