Infrastructure, Rule of Law, and Human Capital: How the President’s Instructions Announced at the National Kurultai Are Being Implemented

The Government continues systematic work to implement the course set by President Kassym-Jomart Tokayev. One of the key mechanisms of national transformation has been the implementation of initiatives announced by the Head of State during four sessions of the National Kurultai. A legislative framework has been established for their practical implementation, with 26 laws adopted.

Infrastructure Development

Eliminating regional disparities and implementing economic projects form the basis for qualitative change across the regions. In line with the instructions given by the Head of State at the Fourth National Kurultai, the Government has focused on developing transport corridors and modernizing engineering networks, which directly affect business activity and citizens’ comfort.

As part of implementing the President’s instructions, construction has begun on the Astana–Arkalyk–Torgay–Irgiz highway. This 896-km project will provide central regions with direct access to the Trans-Caspian International Transport Route. The total cost is estimated at 1.1 trillion tenge.

Work is underway to improve transport accessibility for small towns. The President’s instruction to restore Arkalyk Airport is being implemented. For many years, the city had no direct air connection, as the local airport has not been operational since 1992. 5.5 billion tenge from the Special State Fund has been allocated to reconstruct the runway and build a new terminal. Completion is scheduled for 2026.

Access to housing and energy resources remains a key quality-of-life factor. Under the new Nauryz mortgage program, more than 8.5 thousand loans were issued in 2025 (a total of 16.3 thousand loans since 2024).

In 2025, 112.4 billion tenge was allocated for regional gasification, with more than 2 thousand km of networks constructed.

A major milestone in the energy sector was the early completion—by 1 year and 4 months—of the Taldykorgan–Usharal trunk gas pipeline. Its launch will supply natural gas to 84 settlements in the Zhetysu Region and raise the region’s gasification level to 76%.

Human Capital and a New Ideology

Government work in this area is built around the “Adal Azamat” (Honest Citizen) foundation articulated by the President at the Second and Fourth Kurultai sessions.

To modernize approaches, educational and upbringing practices have been transformed:

  • The unified Birтұtas Tärbie program has been transformed into Adal Azamat.

  • The program’s content, based on the principle “Adal Azamat – Adal Enbek – Adal Tabys” (Honest Citizen – Honest Labor – Honest Income), has been introduced across educational institutions. More than 110 thousand teachers have completed training.

Special attention is given to preserving historical memory and supporting the intelligentsia. Initiatives from the First and Second Kurultai sessions have been implemented:

  • The title “People’s Writer of Kazakhstan” has been reinstated.

  • National Book Day has been established on April 23.

  • A list of “100 Books” by domestic authors has been compiled.

  • Design of the Presidential Library has begun in Astana (commissioning in 2027).

Continuing the ideology of honest labor, an instruction from the Third Kurultai session (Atyrau) was implemented: 2025 has been declared the Year of Working Professions. The national awards system now includes 9 new honorary titles for representatives of industrial occupations.

Social Inclusion and Education Facilities

The Adal Azamat principle implies equal opportunities for every citizen of Kazakhstan. In line with the instruction given at the Fourth Kurultai, the Government has developed the draft law “On Comprehensive Support for Children with Disabilities.”

The document is under consideration in the Mazhilis and addresses three key objectives:

  • Early identification: introduction of a unified standard for diagnosis and support.

  • Digitalization: all services assigned through a single Integrated Module, forming an individual plan for each child.

  • Quality control: licensing for organizations providing psychological and pedagogical assistance.

To ensure systemic development of childhood policy, a Concept of the Unified Program “Children of Kazakhstan” has been developed. It is based on four key areas: a child’s right to safety, education, health, social protection, and family. The concept will streamline child protection and improve interagency coordination, ensuring equal assistance and preventing violence and bullying at an early stage.

As part of this work, 10,553 educational institutions have been equipped with security systems.

A large-scale program to eliminate the shortage of student places is also underway. In 2025, 232 schools for 267 thousand students were under construction. Of these, commissioned in 2025:

  • 112 facilities under the national Keleshek Mektepteri project;

  • 50 schools financed from various sources.

A list of 1,231 schools has been identified for full renovation by 2029. Construction of an international-standard college is being planned in Koshy.

Public Safety and the Rule of Law

Adherence to the principle “Law and Order” is the guarantor of stable social development. As part of implementing Kurultai instructions, a package of legislative measures has been adopted:

  • A unified Law on Crime Prevention consolidating five related laws, emphasizing early prevention and the Law and Order principle.

  • A law tightening regulation of the gambling industry and combating gambling addiction; a complete legislative ban on vapes has been introduced.

  • A law differentiating criminal liability (mitigation for novice couriers, stricter measures for producers); a Comprehensive Anti-Drug Plan for 2026–2028 is being implemented.

  • Proposals developed to improve detention conditions for convicted women, including pregnant women and those with young children; amendments to the Penal Code are planned, expanding rights to visits, calls, and parcels, and broadening the list of illnesses qualifying for release.

  • Amendments prepared to formalize the term “destructive religious movements” and regulate theological education abroad.

Culture, Sports, and Tourism

In line with the instruction on strengthening cultural presence abroad announced at the Fourth Kurultai, a Kazakhstan Cultural Center has opened in Beijing, with a similar center under consideration in Moscow.

In animation, the films “Qiyal vs Qadam” and “The Legend of Baiterek” received state support. 43 animated works have been published on YouTube.

For the first time since 2019, five full-length animated films were released in theaters: Altyn Adam, Zhelayak, Shokan: Journey to Kashgaria, Adam. Nartauyekel, and Tokty and Serke.

In August, the international short animation festival Urker was held in Aktau, where Altyn Kol won the Grand Prix, and Turan was nominated for Best Short Film.

In sports, a course toward commercialization and reduced budget participation is being pursued. The following football clubs have been privatized:

  • FC Zhenis (Astana)

  • FC Kaisar (Kyzylorda)

  • FC Kyzylzhar (Petropavlovsk)

  • FC Shakhtar (Karaganda)

  • FC Aktobe (Aktobe)

  • FC Elimai (Semey)

Negotiations are ongoing with potential investors for FC Okzhetpes (Kokshetau), FC Tobol (Kostanay), FC Taraz (Taraz), and FC Irtysh (Pavlodar).

On December 15, 2025, a multifunctional sports complex costing 13.6 billion tenge was commissioned in Kokshetau. Of the total cost, 12.6 billion tenge was allocated from the Special State Fund.

Digitalization

In line with the instructions given at the Fourth National Kurultai, the Government has launched large-scale technological modernization of public administration and the financial sector.

  • A plan has been approved to implement 36 AI projects across 15 central government bodies under the National AI Platform, covering areas from tax and customs automation to transport and scientific analytics.

  • A Roadmap for the National Digital Archive has been approved, using a hybrid model: storage in domestic data centers and analytics in cloud services. The project will be scaled into a unified cultural and educational portal, integrated with e-Library, e-Archive, e-Culture, and e-Museum systems.

  • To ensure the safe circulation of digital assets, the National Bank has developed legislative amendments aligned with best international practices (UAE, European Union), aimed at comprehensive regulation of the crypto industry and minimizing risks to the national financial system.
