Prime Minister Olzhas Bektenov, during a working trip to the Pavlodar Region, inspected the implementation of the President’s instructions aimed at strengthening energy security, developing coal-fired generation, and commissioning new capacities to meet the growing needs of the economy and the population. Special attention was paid to the reliability of life-support facilities and the introduction of digital solutions in the energy and coal-mining sectors.
Prime Minister Olzhas Bektenov held an interim meeting of the Council of Foreign Investors under the President of the Republic of Kazakhstan. The meeting addressed issues of investor support and the joint development in Kazakhstan of next-generation high-tech production with wide application of artificial intelligence and digital solutions.

As part of the implementation of the instructions of the Head of State to strengthen budget discipline, the Government is carrying out systematic work to analyze the efficiency of spending funds in key sectors of the economy.
Prime Minister Olzhas Bektenov held a meeting on the development of fiscal policy and the digitalization of the information systems of the Ministry of Finance as part of the implementation of the instructions of the Head of State Kassym-Jomart Tokayev. Heads of relevant agencies and regional departments of state revenues took part in the meeting.
As part of the instructions of the Head of State Kassym-Jomart Tokayev, systematic work is being carried out in the country to increase the share of domestic production in the pharmaceutical industry.
This year, construction of key railway lines will be completed, the laying of the Kyzylorda–Aktobe mainline will begin, and the geography of flights will expand with routes to Tokyo and Rome. Speaking at a Government meeting, Minister of Transport Nurlan Sauranbayev reported on the development of transport and logistics potential and the achievement of a high cargo handling indicator of 1.7 million tons as part of the implementation of the President’s instructions given at the National Kurultai.
At the Government session, Minister of Energy of the Republic of Kazakhstan Yerlan Akkenzhenov reported that, in fulfillment of the instruction of the Head of State announced at the 5th meeting of the National Kurultai on the need to develop and approve a National Project for the Development of Coal-Based Power Generation, the ministry has begun its development.
The Government will ensure economic growth at a level of no less than 5%, allocate around 8 trillion tenge to support the real sector, and take measures to reduce inflation to 9–11%. Deputy Prime Minister – Minister of National Economy Serik Zhumangarin reported on the mechanisms for implementing the President’s instructions given at the National Kurultai at the Government session.
Deputy Prime Minister – Minister of Culture and Information of the Republic of Kazakhstan Aida Balayeva reported at the Government session on the measures being taken to implement the instructions of the Head of State announced at the V meeting of the National Kurultai.
During the Government session, Prime Minister Olzhas Bektenov issued a number of instructions following the speech of President Kassym-Jomart Tokayev at the 5th National Kurultai.
In Kazakhstan, within the framework of the new Tax Code, a transition to a service-based model of public service delivery is being implemented. It envisages abandoning excessive administrative measures and focusing on convenience, digitalization, and support for entrepreneurs. Duman Kanseitov, Head of the Public Services Department of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, spoke about the key changes and advantages for business.
From January 1, 2026, a new Tax Code comes into force in Kazakhstan, which reduces the number of special tax regimes to three. The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan has explained which regimes are предусмотрены and in which cases entrepreneurs must submit a notification on the choice of a tax regime by March 1, 2026.
The Government continues systematic work to implement the course set by President Kassym-Jomart Tokayev. One of the key mechanisms of national transformation has been the implementation of initiatives announced by the Head of State during four sessions of the National Kurultai. A legislative framework has been established for their practical implementation, with 26 laws adopted.
